The short version
- The Victorian Solar Homes rebate for rooftop solar is still running, at up to $1,400 or up to 50 percent of the purchase cost, whichever applies.
- From 1 July 2026 the combined household income cap is $150,000, down from $210,000.
- The rebate is paid to your retailer and taken off your invoice. You must be approved before installation.
- Solar Victoria has announced that household solar support moves into the Victorian Energy Upgrades program from 1 July 2027.
- The federal STC discount is separate and does not depend on your income.
If you own your home in Victoria, the solar panel rebate is one of the most useful pieces of support available, and one of the easiest to get wrong. The rules are strict about timing, income and paperwork, and they tightened in 2026. This guide explains who qualifies, how the process works in order, and what to watch out for.
What Changed in 2026
Two changes matter most. First, from 1 July 2026 the combined household income cap for the Solar Homes Program fell from $210,000 to $150,000. Households that previously qualified under the higher cap may no longer be eligible. Second, from 1 May 2026 anyone who wants the optional interest-free loan must select it when they apply, rather than adding it later. The rebate amount itself did not change.
Who Qualifies for the Victorian Solar Panel Rebate
Based on the Solar Victoria rebate page, you generally need to meet all of these conditions:
- You are the owner-occupier of an existing home, or the owner of a home under construction where the system will be installed.
- The combined taxable income of all owners is under $150,000 a year.
- The property is valued at under $3 million.
- The address has not previously received a solar or battery rebate under the program, and no solar system has been installed there in the last 10 years.
- The system is supplied by an authorised solar retailer using eligible products from the program’s product lists.
If you have moved since receiving a Solar Homes rebate or loan, you may still be able to apply for a new owner-occupied address that has not received these rebates before.
How Much Is the Rebate?
Eligible households can receive up to $1,400, or up to 50 percent of the purchase cost, calculated after other discounts including federal STCs. The rebate is paid directly to your retailer and deducted from your invoice, so you do not receive it as a cash payment. There is no minimum or maximum system size under the program, only a maximum rebate value. Rebates are released in monthly rounds with a limited number available in each, which is one reason timing matters.
The Interest-Free Loan
Eligible households can also take an interest-free loan of up to $1,400, matching the rebate value. No collateral is required, it is repaid monthly over four years by automatic debit, and repayments start 30 days after installation is approved. Remember that from 1 May 2026 you need to choose the loan at the time you apply.
The Application Process, Step by Step
- Assessment and quote: your installer assesses your roof, switchboard and grid connection options. Network approval to connect and export must be obtained before the quote is uploaded, and any export limits must be explained to you.
- Quote lodged: your retailer uploads the quote to the Solar Victoria portal and you receive an email confirming it.
- Eligibility documents: you upload two forms of ID, proof of income for each owner on the title or rates notice (from the same financial year), and proof of property ownership.
- Approval and QR code: once eligibility is confirmed you receive a QR code. Your installer scans it on site before work starts.
- Installation: existing homes must be installed within 120 days of receiving the QR code, and homes under construction within 270 days.
- Rebate applied: the rebate is paid to the retailer and shown on your invoice.
Solar Victoria advises not to accept a written quote or pay a deposit until your eligibility is confirmed, and any deposit should be fully refundable. Installing before approval means you lose the rebate.
What If You Are Over the Income Cap?
You can still install solar. The federal STC discount does not depend on household income. Your installer applies it as an upfront reduction on your quote, and a good quote shows it as a separate line. If you are also considering a battery, the federal Cheaper Home Batteries Program applies in Victoria in the same way as everywhere else in Australia.
Looking Ahead: July 2027
Solar Victoria has indicated that household solar PV support will move into the Victorian Energy Upgrades program from 1 July 2027. Until then eligible households can still apply for the remaining rebates and the loan option. If that is relevant to your timing, it is worth getting an assessment well before any cut-off rather than waiting.
